Interoperability becomes real when councils can deliver repeated change without repeated pain. That requires a delivery approach that balances governance with momentum. These are not “data projects”; they are service improvements that depend on data. Framing them this way helps sustain sponsorship and aligns technical choices with citizen outcomes.

From a technology standpoint, councils often benefit from a “contract-first” integration style. Define your schema and canonical contracts first, publish them as a shared resource, and require new integrations to conform. Then use adapters for legacy systems that cannot change quickly. This approach lowers risk during supplier transition because you can replace one adapter at a time while keeping the shared contract stable. It also creates a clear procurement lever: you can require suppliers to support your published contracts, reference data, and identifiers as part of onboarding and ongoing compliance.

Governance should be clear but not heavy. Councils typically need three layers:

  • Data standards ownership (who defines and changes schemas, canonical models, and reference data)
  • Data stewardship (who resolves exceptions and owns quality in each domain)

You can trial specialist tools for specific outcomes (for example, appointment management, notifications, or analytics) without locking yourself into yet another silo. Canonical models and MDM are not ends in themselves; they are leverage that lets you evolve your digital estate over time.

The most effective councils treat interoperability as a capability, not a one-off programme. They build reusable assets—schemas, reference data catalogues, identity services, mapping libraries, testing suites—and they treat them like products with roadmaps and users. That is how GovTech becomes sustainable: not by buying a single platform that promises to unify everything, but by establishing the shared contracts and trustworthy master data that make multi-supplier, multi-service delivery work in the real world.
